R12: "APP-FND-01496: Cannot access application ORACLE password" Error Launching Forms After 12.1.3 Upgrade


Symptoms

On : 12.1.3 version, Forms for App Technology

While launching the forms after upgrading E-Business suite from  12.0.6 to 12.1.3, the following error is encountered:

Cannot complete applications logon. You may have entered an invalid applications password, or there may have been a database connect error.

APP-FND-01496: Cannot access application ORACLE password
Cause: Application Object Library was unable access your ORACLE password.
  
Below is the version details found in the Database.

CREATE OR REPLACE PACKAGE fnd_gfm AS

CREATE OR REPLACE PACKAGE BODY fnd_gfm AS

Solution

To implement the solution, please execute the following steps after 12.1.3 upgrade
1. Download and review the readme and pre-requisites for Patch 13322561.
   
Note: At the time of this writing, the latest CPU patch to be applied is 13322561. Please review doc id 1384016.1 for the latest Critical Patch Update to apply on your environment.
2. Ensure that you have taken a backup of your system before applying the recommended patch.
3. Apply the patch in a test environment.
4. Confirm the following file versions for CPU patch 13322561. If you are applying a patch other than 13322561 according to doc id 1384016.1, make sure to validate the right file versions.
AFGFMS.pls 120.10.12010000.2  
AFGFMB.pls 120.17.12010000.7 
You can use the commands like the following:
strings -a  $FND_TOP/patch/115/sql/AFGFMS.pls | grep Header 
strings -a  $FND_TOP/patch/115/sql/AFGFMB.pls | grep Header 
 5. Retest the issue and migrate to appropriate environments.
